The No-Kill Question

I used to work for a no-kill shelter and recently one of current co-workers mentioned to me that she doesn't like the "no-kill" label.  At first I was a bit shocked (we're both VA's and I just kind of assumed anyone in the veterinary field would be all for no-kill).  She elaborated to say that a no-kill shelter fills to capacity and then has to reject intake of animals.  Those animals in many cases wind up euthanized.  So, even though the shelter can say they are "no kill" that doesn't mean they aren't still contributing to the euthanasia rate, albeit in a less direct way.  Personally, I still don't agree with her, but I do at least see her point.  Just wanted to see what some of the other thoughts out there were.
